Additional Planning Guidance and Advice Notes

We have produced a number of supplementary planning guidance documents and advice notes. These guidance documents elaborate on the policies in the adopted Local Plan, either by providing more detail on general matters or for specific land areas. These documents are referred to either as "supplementary planning guidance" (SPG) or "supplementary planning document" (SPD).

Supplementary planning documents are essentially the same as supplementary planning guidance but have been prepared according to the detailed provisions of the Planning and Compulsory Purchase Act 2004 and associated Regulations and Advice. Where there is a conflict between their content and that of the adopted Core Strategy, the Core Strategy will take precedence. The guidance documents are listed below:

    Provision of parking spaces for new development

    We're in the process of producing a new Supplementary Planning Document (SPD) on Parking Standards.

    The Parking Standards SPD is a document that will set out our standards to govern parking requirements for new development across the whole of the borough. We currently use the parking standards in Appendix 5 of the 2004 Dacorum Borough Local Plan, along with the 2002 Accessibility Standards. The Parking Standards SPD would replace both these documents if adopted.

    The Parking Standards SPD proposes "parking standards" (rather than maximum or minimum standards), but with the possibility to reduce these in appropriate locations and conditions to sustain lower car ownership, subject to Council approval. The existing non-residential parking standards are essentially retained, but applied as broad requirements rather than maximum standards.

    Most of the standards in the draft Parking Standards SPD are the same as the existing standards. There are some differences, including a move away from maximum standards which will, in many cases, result in provision of more spaces than with the existing standards. For many housing schemes, the new standards are lower than the existing standards, particularly for three and four-bedroom homes. Also, fewer spaces are required if spaces are shared than if they are allocated to individual properties.

    If adopted by the Council, the Parking Standards SPD will be a material consideration in determining planning applications.
