Community Infrastructure Levy (CIL) examination
The CIL Charging Schedule was subject to two stages of public consultation before its submission to the Planning Inspectorate for Examination. Our Preliminary Draft Charging Schedule was published for consultation from 12 December 2012 to 12 March 2013 and our Draft Charging Schedule was published for consultation from 22 January 2014 to 12 March 2014. Both documents and our response to comments can be found in our CIL examination library.
We submitted the Draft Charging Schedule to the Planning Inspectorate on 16 July 2014. The submission documents and evidence base are located in our CIL examination library. Copies of the documentation are also available at our offices:

The CIL Regulations 2010 (as amended) require the CIL Charging Schedule to be independently examined. The Draft Charging Schedule and key documents were examined by Mr Philip Staddon Bsc, Dip, MBA, MRTPI on 26 September 2014. He concluded that the Draft Charging Schedule formed an appropriate basis on which to introduce a levy. His report on our CIL can be found below:

Our Programme Officer (PO) was Mr Ian Kemp, who acted as an impartial officer for the examination, under the examiner's direction.
We published a Statement of Modifications to the Draft Charging Schedule and associated CIL documents on 16 July 2014. Copies of the proposed modifications were sent to each of the persons invited to make representations on the Draft Charging Schedule and were available to view at our offices.
Comments on the Statement of Modifications were sent to the Examiner by the CIL Programme Officer.

Setting the CIL charge
The Community Infrastructure Levy (CIL) charging rate must be set based on evidence of an infrastructure need, for which there must be a deficit in funding, and on the economic viability of bringing forward a proposal for development within the borough.
